Planning application for Centurion - 15/04757/FUL

As you may have heard, LNT have submitted revised plans to demolish the Centurion pub in Vicars Cross and replace it with a 64 bed care home. The plans are virtually identical to their earlier planning application which was refused by Cheshire West & Chester Council in June this year. Their basis for the resubmission is that in their view, the three reasons for the earlier refusal are unsound.
The Centurion Community Action Group and Chester & South Clwyd CAMRA do not agree with their assessment and the branch would like to encourage members to object to the new planning application before the consultation deadline which is on 30th December.

Objections can be made via the CWaC planning website at

You may wish to use some of the following points in your submission.
The pub is still financially viable, as demonstrated by the landlord renewing his lease for three years just before the original application was submitted.
Admiral / LNT have since tried to engineer a downturn in business, such as by removal of Sky Sports to falsely demonstrate non-viability.
The pub is listed as an Asset of Community Value by Cheshire West & Chester Council.
The pub is the hub of the Vicars Cross Community. Many local organisations use the pub as a meeting venue such as committees of Vicars Cross Dynamos, local Scouts group and Parents / Teachers Association.
It is a considerable distance to alternative pubs, along busy roads, which is difficult for more elderly or less able residents in the community.
The size and scale of the building remains out of keeping with its location, with houses including bungalows on three sides.
There will be considerable overlooking of homes and gardens leading to loss of amenity for immediate neighbours.

You can also look at the comments tab to read other submissions for ideas, and also the vast number of comments to the earlier refused application which was 15/00239/FUL.

Please take some time over the next few weeks to submit an objection to this new application. If you submit this via the CWaC website, you will find it useful to compose your objection offline using Word or Notepad and then copy and paste the text on to the site to avoid it timing out and losing your text.

Admiral's dealings with the Centurion have been very poor, we cannot let them destroy this community pub.

It would be handy if all retweeted/shared our posts on twitter/facebook. The more people shaming Admiral the better. Based in the Steam Mill and putting development profit before the needs of the local community is a total disgrace.

The branch was very saddened, though not remotely surprised, to hear this week that the Centurion in Vicar's Cross will cease trading on the 25th of January. The branch has worked very closely with the Centurion Community Action Group (CCAG) over the last year in efforts to secure the future of the pub.
Here’s a short timeline of the facts of how we got where we are today. It doesn’t reflect well on Chester-based pub company Admiral Taverns whose offices are not far away in the Steam Mill. Perhaps something to think about for any future licencees considering contracts with them?

· Summer 2014, Licencee took out three year lease. Obvious confident in the viability of the pub.

· September 2014, Admiral buy the pub from Star Pubs and Bars. Admiral claim on their website to be “one of the UK's leading community pub companies” so the pub will be safe in their hands right?

· November 2014 (just 2 months after buying the pub) Admiral exchange contracts with development company LNT subject to gaining planning permission to demolish the pub for alternative use. It’s almost like they had no intention of running it but just wanted it for a development opportunity!

· January 2015, Admiral/LNT submit the planning application to demolish the pub and redevelop the site.

· January 2015, we assisted the CCAG to raise an application to have the Centurion listed as an Asset of Community Value (ACV). This was granted by the council in February.

· Admiral Taverns hired legal representation to appeal the decision to grant an Asset of Community Value. Not the act of a “leading community pub company”. This appeal was quite rightly rejected. What was their motive for appealing against the wishes of the locals and parish council etc?

· June 2015, the planning application was refused.

· August 2015, with the threat of losing his livelihood the landlord gave notice in order to take up a more secure role elsewhere. Admiral spun this as the pub not being viable rather than them trying to demolish his place of work.

· November 2015, Willow Park is brought in to manage the pub. They report great trading over Christmas and New Year and are happy to continue managing the pub.

· November 2015, Admiral/LNT put in a slightly modified planning application for the site. Still eager to demolish this Community Asset.

· January 2016, Admiral announce the closure of the pub as being “unviable” citing the management company cancelling the contract as it was not viable. Willow Park then announce details of how Admiral changed the terms of their financial agreement which in effect forced them to end the arrangement.

So there you have it. Admiral spin the story as the pub not being viable and needs to close. Admiral own the pub. Admiral charge the rent and set the terms for lease agreements. The Centurion is the only pub in a very large estate. If they say it’s not viable then they’re either making a huge mess of things or deliberating running it down so they can get the lucrative development through. Perhaps having a closed pub helps them in this aim, they are certainly going against all local wishes to get rid of this much-loved local.

Whilst we await the ruling we urge Admiral to stick to their claimed ethos and keep the pub open. It is a viable community asset and could thrive under new ownership. Will Admiral put community before profit though?

Whilst that is brilliant news, we still have the appeal to the first planning application to fight.
The branch will be making a statement at this hearing, it would be great to have as many people as possible there to show support for the pub.

Great news. I'll post up some of the decision info later.
Wonder what will happen now, would be great if Admiral sell on as a going concern and Vicars Cross can get its community pub back.

Brilliant work by the Centurion Community Action Group, our Pub Protection Group, local councillors and everyone who got involved to fight for the pub. :drink:

Good news, CWaC have contacted CCAG this evening to let them know Admiral have advised them of their intent to sell the Centurion, starting the six week period for CCAG to advise of their intent to bid.

Hopefully the first steps to getting the pub open again but still a long way to go.

There is a Public Meeting tomorrow evening 7.30pm in the United Reformed Church.
This is to discuss funding for a community bid to run the pub so should be well worth attending if you are able.

We are pleased to announce that the Centurion Community Action Group have signed a Lease with Admiral Taverns for a 12 month tenancy! We have the keys and so the clean up job starts here! Your local pub will be open for business from 3pm on Friday 16th September 2016 with an official opening ceremony at 7pm and everyone's invited! Fantastic to see the pub totally rammed tonight, seems like all the community came down to show their support.

On the beer front - 3 locals - Weetwood Best, Spitting Feathers Session Beer and Brimstage Trappers Hat.

Just a quick note to keep you all up to date. Trevor and I had a very productive meeting with Admiral Taverns today. The result is we have secured a two year lease. We are just waiting for details to be finalised, but we feel we have got a good deal for the Community. Once we have the final details from Admiral and the Committee have agreed we hope to have a public meeting to share all with you within the next two weeks. Thanks for your continued support
